The United Kingdom and France Plan to Send Military Personnel to Ukraine in the event that a Peace Deal is Agreed

The UK and France have inked a declaration of intent concerning the stationing of troops in the nation in the event a peace deal be made with Russia, the Prime Minister of Britain, Starmer, has declared.

After talks with Kyiv's partners in the French capital, he said that the UK and France would "establish operational bases throughout Ukraine and construct secure facilities for military hardware and military equipment" to prevent any subsequent incursion.

The allied nations also suggested that the America would play the primary role in verifying a truce.

The Kremlin has repeatedly warned that any external forces in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this recent development.

Context and Ongoing Conflict

Russian President Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces currently holds about 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to be alongside Ukraine for the duration," commented the UK Prime Minister.

National leaders and top officials from the "Coalition of the Willing" took part in the recent discussions.

He stated at a combined announcement, he added: "It paves the way for the juridical structure under which British, French, and partner forces could work on the ground in Ukraine, securing Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the future."

The UK prime minister went on to say that the UK would be involved in any US-led monitoring of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Top Washington representative Steve Witkoff said that "durable safety pledges and robust economic promises are vital to a enduring ceasefire" in Ukraine – mentioning a major demand made by the Ukrainian government.

Witkoff noted the partner nations had "largely finished" their work on establishing such pledges "in order that the people of Ukraine know that when this war ends, it ends forever."

Jared Kushner, US President Donald Trump's representative, also was involved in the talks.

At the same time, French President Emmanuel Macron declared that Ukraine's partners had made "considerable headway" at the talks.

He said that "comprehensive" defense assurances for Ukraine had been agreed in the case of a prospective truce.

Ukrainian President Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but qualified that he would only consider efforts to be "sufficient" if they led to the conclusion of the war.

Recently, Zelensky indicated a peace deal was "largely prepared". Agreeing on the outstanding 10% would "shape the outcome of the peace, the fate of Ukraine and Europe".

Unresolved Issues

The earlier US-led 28-point proposal that was widely leaked to the media last year was viewed by Kyiv and its EU supporters as being disproportionately favorable in Moscow's favor.

This led to a period of intensive discussions – with Ukraine, the US and European leaders trying to revise the document.

Last month, Ukraine sent the US an updated 20-point plan – as well as additional documents describing prospective defense assurances and arrangements for Ukraine's rebuilding, he said.
